It's a reasonable number of monuments to deal with for WLM. By
comparison, last year in Spain about 15,000 monuments qualified for
WLM.

My point is why not start with all the Grade I listed buildings, since they are obviously **NOTABLE**? Somebody else decided that... and then move on to the Grade II* and Grade II? And then Borough based listings and the conservation zones?
